Bio
Mrs. Julia Engelhardt is a Senior Evaluator at the World Intellectual Property Organization. She was in charge of setting up the Evaluation Section between 2008 and 2011. Among other work during her eight years at WIPO, she revised the WIPO Evaluation Policy, developed the WIPO Independent Evaluation Guidelines and Evaluation Section Strategy. She is the author of the WIPO Independent Review of the Program Performance Reporting Process, prepared the 2006-2007 Program Performance Report, managed the WIPO`s PPRs Validation Reports and is currently managing the Evaluation of WIPO's Corporate Communications.
Mrs. Engelhardt previously worked as a Monitoring and Evaluation Expert for the Common Market for Eastern and Southern Africa (COMESA). She was responsible for the establishment and management COMESA Monitoring and Evaluation Section from 2007 to 2008. Some of her achievements during her time in COMESA are: the development of monitoring and evaluation framework, systems and data bases for regional integration within the COMESA and the Eastern Africa Community (EAC), the institutionalization of M&E practices within the Organization including the roll out of a training program or its more than 300 members of staff, the development of the Medium Term Strategy for the COMESA Court of Justice.
Prior to moving to COMESA, Mrs. Engelhardt worked as a Monitoring and Evaluation Officer for International Development`s Performance Assessment Resource Centre from 2003 to 2006 and was in charge of providing M&E advice to DFID`s stakeholders and staff. During this time Mrs. Engelhardt assisted different institutions DFID`s stakeholders designing, planning and undertaken monitoring and evaluation assignments. She has been a consultant to a range of governmental, NGOs and international organizations for which she has undertaken institutional and strategic level evaluations, developed and review evaluation guidelines, developed M&E frameworks and strategic planning, some of those Organizations includes: UNICEF, IFAD, UK's Foreign and Commonwealth Office (FCO), CAFOD, the Danish International Development Agency (Danida), Christian Aid, Islamic Relief and others.
Apart from the above mentioned assignments, Mrs. Engelhardt has participated as an Evaluation Expert Team Member in several M&E assignments, just to mention a few: Evaluation of DFIDâ??s Renewable Natural Resources Research Strategy (RNRRS), inception report (2004), Mid-term evaluation of the Business Linkages Challenge Fund, DFID - Policy Division (2005), Global Funds and Partnerships Literature Review and Mapping Exercise, Policy Division, DFID (2004), Review of Discretionary Program Budgets, Foreign & Commonwealth Office FCO, UK (2006), The International Community Funding of the Tsunami Emergency and Relief â?? Theme 5 UK NGO Funding Study (2005), External Evaluation of the Human Rights Based Approach to Programming (2005), among others.
Previous to 2003, she worked for the private sector for international enterprises like Siemens, Bristol Meyers Squibb and Bell South, among others.
