Green Climate Fund

GCF become full UNEG members in January 2022. 

GCF has set up three Independent Units to make sure the Fund meets the highest standards of integrity, while also ensuring it pursues organizational self-improvement.

The Independent Redress Mechanism (IRM) deals with complaints about adverse effects from GCF activities, while the Independent Integrity Unit (IIU) investigates allegations of prohibited practices, such as fraud and corruption. The Independent Evaluation Unit (IEU) evaluates GCF activities and policies independently, and provides strategic information about the Fund’s Impact, effectiveness and efficiency.

These units operate independently from the GCF Secretariat and report directly to the GCF Board, which oversees the Fund’s management.

Evaluation Function

The Independent Evaluation Unit (IEU) ensures GCF is accountable and is open to continuous learning. These are central to GCF’s role as a learning organization as stipulated in its initial strategic plan and its Governing Instrument, the central institutional guide for all of the Fund’s activities.

The IEU operates independently of the GCF Secretariat. Its work plan and budget are developed with the advice of the GCF Board. The IEU head is selected by, and reports to, the GCF Board.


The IEU has the following objectives:

  • Informs GCF Board decision making and identifies and disseminates lessons learned, contributes to guiding GCF and its stakeholders as a learning institution, and provides strategic guidance;
  • Conducts periodic, independent evaluations of GCF performance to objectively assess GCF results and the effectiveness and efficiency of GCF activities; and
  • Provides evaluation reports to the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement as part of periodic reviews of the UNFCCC Financial Mechanism
